Not everyone is as unobservant as you claim to be. Something pops in my field of vision, I'm looking at it.
Not to mention there's an accompanying 'UI squeak' sound effect...
The best you can do is change the HUD scale to 50% (smallest allowed) under Accessibility options menu. (EDIT) changing this setting does not make chr/ship inventory etc. smaller, only the overlay bits like health/elemental effect bars/msgs and the like).
I am not entirely sure how "small" that makes the messages if you're playing at 1080p or lower vs, how much difference it "feels" when I run at 4k with UI at 50%, (on a 55" TV, I can barely read it from 3 feet away) but it would at least be a fair bit smaller.
And yeah, even when it's pretty small, as on my screen, the fact it "pops" up to cycle between multiple quest reminders is what catches the eye. eg, it's not a constant static, it "moves," and they are not all the same width/height either.
Plus I think at some resolutions if UI is 100%, it can cover some ship's console info UI, depending on ship.

Edit: that said, it also means certain overlay UI text (like scanning perhaps, and the weapon aim dot) may be pretty small. On a big screen I don't find this very problematic even with my old-fart bifocal squint vision but some might find it too small. Could try 75% instead.
But:
1. I don't want to "Cycle". I want to completely disable these messages.
2. I use a keyboard and mouse. I don't like the controller.
Also, it seems to be somewhat mislabeled under the input options, as it's labeled as "Show HUD"
