Reporting a base does nothing.
I'm stuck at the underwater ruin part of the expedition 11 redux because some ♥♥♥♥♥♥ built a base on it. I tried reporting but it won't disappear for me. Anyone having the same issue?

Try a save, exit, reload.

The reason you report the base is so you can dig up the treasure down at the base of the ruin. Can you dig?

AFAIK, reporting a base ALWAYS removes it from your instance of the game. Try a save and reload?

Yeah, that was what I was doing. How do you save underwater? I doubt save beacons work underwater.
I found another ruin with an exocraft however. Still it's pretty ♥♥♥♥ when people build bases on top of sites of interest. I haven't experienced an expedition where there weren't this issue. What does it give these people to ruin the game for others?

Sure save beacons work under water, no problem! Base Computers do too!

Find another one. Those things are all over the place. You aren't stuck.

Lots of losers out there who simply enjoy being ♥♥♥♥♥ to other people. This is the main reason I haven't done any multiplayer in ages and I wish games like NMS or Elite had true multiplayer mode where other players' actions have no effect on my game universe.

That base there is annoying. Did not bother me in a practical sense, since I had not expected that rendezvous point to be submerged, so I had already looked for and found another underwater ruin. But, yeah, reporting should be the solution for your own instance (Also, don't really understand how it is possible to build a base at all within 400 units of a rendezvous point, that would probably be one of the first things that I would think of when setting up an expedition)

Yup, I sometimes see two or three bases together in the same spot and i wonder how the hell that worked because as far as I know you can't build close to someone elses base. Most of the time they're invisible too.

You can sometimes get to the chest without having to dig it up. Just get as close as you can.

Disable multiplayer and restart?

You actually can get that chest, and most of underground things in game, by just switch to first person view, got with your nose on the ground and try to get it (without digging).

The game ca be played offline too. So quite innocently, players may build bases without ever realising they are in the same locations as other player bases.

Once the player switches to online uploaded bases are added to the pool of bases the game displays. If several player bases are close to the same location, the game appears to cycle through a selection of current player bases, over time. As new bases are built by players on the same planet, bases can disappear and reappear over time. The most current base being the overwhelming factor in which player base is displayed.

Reporting a base generally removes it from the reporting player's cache of bases. Usually leaving a system and visiting a few other systems THEN returning (perhaps after a game reload too) the player save file 'cache' of downloaded bases will be 'flushed.' Often reporting a base removes the current 'awkward' base and a player can continue. If there remains a stubborn location preventing terrain manipulation or something else, play offline a while, leave and return to the system to 'flush' the base cache and no bases will appear at all in the stubborn location. Go back online once past the difficult location to continue.

I have multiplayer turned off in the settings.
