Do you build new Staffs, or do you just change out the parts on the first staff?

Wondering if i should upgrade my first one, or if i have to get 3 brand new parts and combine them into a new unupgraded staff?

If you like the appearance of your staff, you could upgrade it at a space station for however nanites are required to up it to the next higher class. Otherwise you can also build a new staff - experimenting with the combination of parts that results in the best class.

not only parts but which terminals, too... if you match the head and middle part on one terminal, you'll get one class from it... swap the head and you might get a different class... then go to another terminal... match the same head and middle and you might get an S-Class... the head seems to be the main thing and different terminals will give different classes for the same parts used...

there's something, also, about the color of the head when paired with different middle parts on different terminals... like one of mine had reddish-orange crystals... if i had assembled it at a different terminal, it may have had like blue or green crystals... this is only a color thing, AFAICT... the color doesn't seem to affect the class or the base power/damage stats...
