Cant join an xbox player's game

I keep trying to join a buddy's game that he's hosting on Xbox, have tried joining through steam, through xbox app, added each other on in-gam friends, uninstalled, verified on both ends, and every time I attempted to join, it says joining lobby for a second, and then just brings me back to the multiplayer menu (select a multiplayer game to join, etc) what is going on? even inviting me through xbox or steam doesn't work. And when I host a game, they are unable to join me

i'm not sure there is cross-play.

but multiplayer issues were solved on other thread by host deleting all their config files on nms.

dunno how it works by xbox
