What sucks is I used to be able to run it just fine--same card as you. Going from running it just fine to having these issues proves they ♥♥♥♥♥♥ something up in the game.
Mine is setting low to 12 and high to 11. Ive had totally different numbers before and have had it set high higher than low before. No hardware change and no windows updates as they are blocked. If the game was working it would put these the same every time you install or wipe the file but it doesnt.
I find it plays much better when running on a 60hz monitor or a 60hz tv.
I have access to multiple pc hardware including montiors and its stuttering on everything at the minute.
I can make the stutters worse by changing vsync settings and also adding the old Gsync line into the config file. I have a feeling this whole issue is how the game detects the hz rates of monitors or something similar. Its not getting it right. Arma 3 used to get this wrong also and you had to enter the correct value in their config file.

Since you have a lot of experience with no mans sky on different hardware can yougive any tips on how to get the most performance in no mans sky?
Changed the settings to the lowest possible, but none worked as yet. It's frustrating.
Could be any number of factors affecting performance. I've an older PC and it works fine.
Only if I visit very, very large bases over 3000 parts I turn base graphics complexity up, to minimise rendering pop-in. But otherwise the game plays well in fact I thought it was better after the Interceptor update. A fast CPU and computer with 4gb plus video RAM is always good and running fewer applications at the same time is always helpful. In summer months try to keep the computer dust free and cool.

I improved it by:
deleting the shader cache folder of no mans sky (SteamLibrary\steamapps\shadercache\275850)
A very common tip from 2 years ago when I last played the game was to disable shader cache completely (nvidia driver settings). I will try that next
