Cartographer doesn't sell Settlement Maps, why?
Been looking at guides on how to find a Settlement to invest in, and they all say to buy a Settlement Chart from the Station's Cartographer... I've been to 30+ systems and their stations, and not a single Cartographer had a Settlement Chart on offer... is my save bugged?

Am I missing any prereqs the game doesn't tell me about?
Are they unlocked by a story mission that I've yet to do?

Any advice?

I mean, you're on Steam, so we are assuming that is the case. Not all versions of the game have settlements available I don't think, so it's worth asking.

Oh and some guides mention "Fly into space and you'll get an emergency broadcast", but I've never once gotten one that would lead me to a Settlement... is that the prereq I'm missing?

Is there any way to force it to trigger, or is my save screwed?

Either your save is bugged, you are just not noticing the charts, or you are using an outdated mod that changes what charts are sold. EVERY cartographer sells the planetary charts for settlements.

Regarding the emergency broadcast, yes, it's the quest that points you to your first settlement. You cannot get a settlement, even with a chart, until you've gotten that quest based on what others have reported here. Come to think of it, that may be why you aren't seeing the charts for sale. I've never paid attention to whether stations sell those charts or not before that point.

Maybe you got the emergency broadcast but ignored/forgot about it because the game throws a lot at you in the beginning? So, check your mission logs to see if there is a settlement entry to select.

Very often for me, the settlement mission and the 2nd freighter fight pops at the same time (10th jump). It's probably in the mission log.

The settlement chart is the one that costs 5 navigation data to buy, all the others only cost 1. They are available from the very first space station. Visiting a settlement before you get the breadcrumb quest will activate the quest for the settlement you are at. If you have the quest and go to a different settlement the quest will adjust to that settlement. I know all these things from firsthand experience. I don't use any mods at all. I wish you the best in your hunt for a settlement.

On my most recent save to get that mission, I got it at the same time as the Dreams of the Deep mission. Which occurs right after finishing the step named "16/16" for the Artemis path. The broadcasts for Dreams of the Deep and The settlers happened one right after the other.

So, maybe, getting the Artemis path up to 16/16 is a prerequisite? I have honestly never paid attention other than that recollection from my most recent save.

I have no Settlement mission in my Log, and I've also never managed to find anything other than "Minor Settlements", which do nothing apparently.

I also do not use any mods that change the inventory of vendors, so that shouldn't be an issue... Artemis is done already, I'm deep in the Null path of that chain already.

I've added Settlement Charts to my inventory via the Save Editor, so the item itself exists in my save state, as it appears in inv without issue.

But no matter where I go, I always get "Localized Interference" and nothing happens upon using the item.

So I'm guessing that the initial quest never triggered for me, for whatever reason... and now I'm worried it won't trigger at all anymore... anyone any clue how to force it, perhaps via Save Edit?

I already had my fourth Freighter Battle just now, but still no quest.

One thing I kinda suspect is this: I never bought my first freighter from such a battle, as I had already bought one before I got my first Freighter Battle... could that be the cause maybe, is it tied to buying your first freighter from that first battle?

Check the Mouse icon next to my username... that indicates (on all Steam Game forums) that I own it on Steam. ;)

Many people own the game on multiple platforms, so I still thought it was worth asking which one you were actually playing on.

I do think your issue using the charts is tied to not having the initial quest. Someone else posted with very similar problems a month or two ago, and it was the same situation for them. There never was a resolution in that thread, the OP just stopped replying and never did say if he got things sorted.

BTW, The game file that has the charts as an item in the game, and the one that puts it on the cartographer for sale are two different game files (i.e. just having them exist in your game is not an indicator that a mod is not the reason they aren't showing up for sale).

Something is definitely borked, but at least now I'm a step closer:

The game seems to think I already have a Planetary Settlement, because I already have the Quest "A Trace of Metal", but I couldn't find the location on the Galaxy Map for that one, and now I know why, because the game wants me to go to the Settlement I do not yet have.

Anyone any clue how to fix this?
