There's not really any good reason to care that much what class they are when you recruit them for frigates. It doesn't take very many expeditions to rank up your frigates, and it costs you nothing. They'll all be S-class soon enough, regardless of what class they are when recruited.
To determine a "good" frigate, you need to calculate base, unmodified stats (slightly complicated, but 1 - 12 for rank 1 non-organic, -5 - 14 for rank 2+ non-organic, god only knows the range for organic but at least 1 - 42), consider where a frigate sits on its unmodified fuel cost range (8-12 for specialized/living, 2-5 for support), and consider what traits it has. Finding an S is only good because you can see the final state of its traits ahead of time, but living frigates can have stat gains and traits rerolled with food so that's not even a worry for them.
