I never really "got" the premise. Just sounded like playground rules from the kid who wants everyone to do what they say. Pretty much impossible to enforce those rules. The Hubs tend to be interesting locations if you want to tour a lot of base designs quickly.
The one I went to in Eissentam had better base designs then the one I toured in Euclid. The Euclid one was big on massive size bases and not really interesting designs. I like to see new and unique ways of using the building parts.
One was a tower so high I couldn't get to the top with the jet pack and it had no landing pad near it. After I figured out a way up I used it to get one of the quests that required reasoning with a jump and safely landing using our jet pack.
There were so many bases that must have needed some building "tools functions" we don't have available to us anymore or they only work on certain objects. e.g., Resizing chairs and tables but I can no longer resize the giant storage safes.
