do you get to choose? or is it random? Is it possible to choose a new random galaxy?
The teleporter in the anomaly hosts a selection of other player bases (if you have MP on)that you can visit. It changes depending on the 32 players you get auto-grouped with in the Anomaly. So, if you leave and come back quickly, you may have an entirely new listing of bases.*
*There are some featured bases that don't change very often that are inserted by HG. They usually are a bit more outstanding or at least HG thinks they are visit worthy.
There are some other minor features, like you can auto-return from one of the sites if you get trapped by some evil player during your explorations with it.

You can choose from any bases you have set up, or a bunch of the space stations you visited (not sure if you have to specifically interact with the teleporter in the space station to warp to it). The Anamoly teleporter will not send you to a random star system, but you can use black holes or the Glyph Portals to do that. Although technically with the Glyphs, you have to input a sequence that will send you to another portal, but if you just select a bunch of Glyphs randomly, that's basically the same thing.
AFAIK, using a teleporter or other method to get to another galaxy will not trigger the Steam achievement(s) related to changing galaxies. You have to do the Artemis mission or go to the center and switch galaxies to get that achievement.
You can see your base, and all the other peoples bases if you scroll down looking at all the available bases. Space Stations are in the list too.
Twelve Towers Castle was visible, a Coffee Cafe was there and another that are featured for us if we've a desire to go get a closer look at the builders work.
