The S-class chance is higher in Outlaw systems, but so are your odds of finding C class, lots and lots of C-class. If you are going to just keep hunting until you eventually do find an S-class in the wild, then an Outlaw system is your best bet, but if you'd be willing to Settle for an A-class that you will upgrade, then do the hunt in High Wealth systems.
Oh interesting, yes all my finds where in an outlaw system. I didnt realize those have a higher chance of S, but also C's.... Cool thanks I'll keep at it then and maybe just try and find an A somewhere..

Yes, freighters, ships and multi-tools all use the same game variables for class.
In Outlaw systems, the S-class chance is 5%. But so is the A-class chance, and B-class chance. Which puts the odds of C-class in an Outlaw system at 85%. By comparison, the S-class chance in High Wealth systems is only 2%. But the A-class chance is 28%, B-class is 40%, and C-class is only 30%.
Hence why it makes sense to farm in an Outlaw system IF, and only if, you are specifically seeking an S-class in the wild. If you are willing to settle for an A-class that you can upgrade, you are far, far better off in a High Wealth system.
