C-class are the most likely result, regardless of what type of system you are in, which is why that's what you've been seeing.
Here are the probabilities of S-Class:
Outlaw systems: 5%
High Wealth systems: 2%
Medium Wealth systems: 1%
Low Wealth Systems: 0%
Will have a look at the economy of the system next time :-)
I also have focused only on High Wealth and Outlaw systems. Mostly Outlaw, once I got past the issue I was having where it was always failing in Outlaw systems (which @Galadhlinn has an explanation for in another thread).
Once I got past that issue in Outlaw systems, I almost exclusively have been farming those. 5% is 2 1/2 times higher than 2%....so it just makes sense to me to stick to those odds.

Bear in mind that one Harmonic Camp can point you to several crashed ships in succession, provided you return and query the terminal multiple times in one session. You also have to visit any site it finds, or it will repeatedly show the marker in the same place on repeated interaction. When you break your session by save /reload or quit/launch, the sequence for a given Harmonic Camp starts from the first site it ever directed you to and proceeds from the closest to the farthest until a limit is reached (what is that limit - I don't know). Some camps can find 2 or 3 interceptors, some can 5-6. When you visit a crash site and repeated interaction with Camp's terminal direct you to it more than once in the same session, this is the time to find another camp.... which can be as close as 3kU from one another...
It is best to launch the locator (the thing that finds camps) while standing in one, if you stand outside, you may be pointed back tho the one you visited, which is directly a loss of one locator...
I started off searching for only Strong, (3 stars), Economy systems, and then find a Dissonant star system among them. However, I was only ever able to find 1 S class multitool among about 15 planets searched, and no S class ships, although I was able to find A class ships and multitools on every planet, (eventually).
I then switched to Outlaw systems as was able to find 2 S class ships and the S class multitool I wanted, within the first 2-3 Dissonant Outlaw planets searched. If you're searching for Sentinel S class, the Outlaw systems are the way to go.

It is, but some of us like to find them in the wild.
The only advantage of finding them in the wild is that you can see the supercharge slot positions (assuming all supercharge slots are already unlocked). It's mostly just a matter of what you want to spend time on.
I personally prefer spending time hunting for wild S-class, while I do not enjoy 'farming' nanites. Particularly because a lot of the nanite farming methods are tedious as he** on survival+ difficulty due to lower refiner capacity and speed.
