Report a translation problem
Uncharted systems won't have the camps, nor will certain planet types (Dead, Exotic, etc), and in some cases even a planet type that one would expect to be okay won't have them (I had it fail when the corrupted planet was Lush in an inhabited system).
You've had a very unlucky streak, and I feel yah, because I had the same thing happen. The first 6 dissonant systems I found all were ones where the Echo locator did not work. Since then I've had much better luck and have claimed interceptors in over 30 different systems.
Go to another dissonent system, land on the corrupted planet. check to make sure the planet is not a dead planet or exotic planet. Try the echo again.
I originally doing the whole landing and then trying thing, but it never worked on the planet surface when it already had failed in space, so I stopped wasting that additional time. Even if there's a 1 in 10 chance it could make a difference, it doesn't payoff for the 9 out of 10 where you take the time to fly-to and land-on the planet for nothing.
Good information. I never did that because I always finish what I start, but it makes sense it could (and obviously does) cause an issue.
