I don't know about the Steam Deck, but most likely the save is not even compatible.
I only know for sure that Playstation -> PC isn't possible without jumping through some hoops with the save editor. It IS possible though, just not without some intermediary steps.
That said, apparently NomNom's save editor can convert Gamepass saves to Steam, and if you buy on Gamepass you can transfer your saves from Xbox to Gamepass, then use NN to convert to Steam. But that means you need three purchases total to bridge the gap.
EDIT: NomNom's editor hasn't been updated since November, so it shouldn't be used as it will probably not properly convert new data.
This is the best option, I'm relatively certain at least PS and PC have different save formats. Same probably applies to Xbox.
It's what i did moving from PS4 to PC years ago.
I think NMS is at its best early game anyway. At that point all the upgrades etc feel useful, past mid-game upgrading things further doesn't really do anything.
