They appear to be a random drop from the drill devices found on corrupted worlds. Select the repair shop mission and use your vustin sweep mode to find one. You might need to look two or three to find the mirror.

i've practically gone to the other side of the planet and still haven't found anything

I got lucky, my nearest corrupted planet was in an uninhabited system, so planet had basically no sentinels except in a few localised spots, but had a crapload of radiant shards and atlantideum, dissonance resonators are common enough that I've found several just flying around randomly.

Me too. Been using my ship to fly... and fly... and fly....
Straight line around the planet with no change to the target visor.

I've had it happen too. I figured it was bugged, so I just gave up on that planet and sentinel ship and moved on to a different dissonant system several jumps away. Not sure if moving that far away was necessary, but it worked. No trouble on the next system. I also read somewhere that there needs to be life on the planet with the ship, so that might have something to do with it.

As Nekogod pointed out above, you can find the sentinels with the inverted mirrors on uninhabited planets, though. A few of them have the echo locators instead; so you can just fly around those planets farming echo locators and then move to a new dissonant system and use them if the corrupted sentinel planet has life. That has worked for me. I found a lifeless moon mostly in shadow from its planet, so the dissonance resonators were easy to see from a distance with that purple glow. I just flew around, found them, landed, checked to see if they had an echo locator and killed them or went back to flying around if it didn't.

Mine have never more than 300u on ground scanning.

I wonder if difficulty level is affecting this. I usually play in relaxed, but moved to normal when I could not even find the corrupted sensual planets.
