The fix on my system: I used GeForce Experience to lower all video graphics settings to the minimum, then restarted the system. (I also deleted shader cache for added cleanup). After this update, I am able to bump up a couple of settings (in game) that stressed the system "stress."
My old system, which I hope to replace soon:
second problem is the xbox one controller that at the start of the game doesn't work and i have to restart the game same thing if i turn on the controller after the start of the game.
