Because of this, the clock manipulation trick only works if you set Steam to offline (or just disconnect your PC from the internet entirely) and also only if you download and apply the correct json file for the expedition you are wanting to run.

The primary reasons for Expeditions are community event and FOMO (Fear of Missing Out marketing ploy). As long as they are supporting NMS this will continue. Expeditions are tailored for players who like seeing a lot of random other players. Making expeditions available all the time defeat the primary purposes of their existence. Ironically, this also highlights how bad NMS multi player really is.
When they are done updating NMS and go "all in" on their next project then we might see some form of "expedition on demand" as a replacement.

3. In past years Hello Games has done end of year events where they repeat that year's expeditions. Each has a smaller window (two weeks or something) but the individual goals are easier as well. There's no guarantee HG will do this again this year but I feel confident they will.
However anything that you may have built or saved or unlocked on a different time might introduce player created 'bugs' and maybe need to be re-saved or deleted and rebuilt or revisited for discovery to 'catch up' with the current time to work properly. Discovery dates and things like that might be out of sync. Usually the game programming is pretty robust and error handling okay.
You may need to have the game version designed for the expedition at the time of release for an old expedition to work. Really its not worth the trouble as new expeditions will (hopefully) always be available and something new and unique to collect along with them.
Back up your game saves before changing anything to restore your game.
The game is frequently updated and so there is no guarantee that past expeditions are designed to work with the current game. Some expeditions need the cooperation of others for entire completion.
Older expeditions also can have unique items that also no longer function in the current game but they can often be deleted or still transferred to other game saves by trading. Likewise players that have completed previous expeditions can trade or transfer some rewards (not all) to other players in game like eggs or ships so there is no need to actually do a previous expedition.
What is cool about Expeditions is that sometimes at the end of the year they have been repeated in shorter form. Hello Games are aware that new players to the game and long time players might not always have found the time to do them. Twitch Drop special events have also been an opportunity for the developer to release some previous rewards.
New expeditions bring fresh content and experimentation along with fun rewards and the developers also get to design creative things for the game instead of reworking older content. Hello Games are a creative bunch and any good designer would jump at the chance to design something new.
Adding fresh content in this way available to play over several weeks is not purely a 'fear of missing out 'FOMO' concept, the developers actually put a lot of work and thought into the challenges. Expeditions is a clever entertaining game mode for players and developers, that brings new ideas into the game and everyone who loves science fiction benefits from that.
I checked just now and it's gone unfortunately. Don't know why.
It worked just fine. Used it myself to play the first two expeditions as I missed them.
