In any case, the settlement is kind of a wonky mini-game. The fun seeps away once you have finished providing resources for new buildings. Then it just a endless line of dumb decisions.
The only way I found to make it feel like a reasonable feature was to change what is produced using the save game editor. At least you get something you really want and can use.
Just be carefully if you do it. I picked frigate fuel (200u) and ended up swimming in the stuff. Better to pick one of the mats like Tritium so it doesn't overwhelm you as bad.
Of course, but on my current save I find myself enjoying building a base on my settlement so i end up doing all the decisions as well.
I've had positive features replaced by an other positive features and the bonuses were effectively changed in the stats (like one time i lost 2 population and gained some productivity).
I did also get "free" positive features that did not replace anything. They are not displayed by name but the effect appears in the stats
