example: I have a really damn strong and good looking Sentinel ship. I found it myself, it's Core stats is through the roof.
Why am I saying this? Even if someone is abusing this lowering the difficulty, chances are, no one ever will find this Ship, as I refuse to make its location public.
in short, them ruining their own experience has no impact on you.
EDIT: I also play on Normal. fun fact: in the Anomaly, you can see whos on what difficulty. an Icon next to their name indicates it.
EDIT2: Correction, you can see what difficulty they play on anywhere, not just in the Anomaly. I've met 1 guy randomly in space. The difficulty icon was visible next to his name, even when he was in his ship
I already said why? :) also a lot of games are build up like that where people can share how lucky they were and/or how good they were and show that by their achievements they done very well on a leveling playing field.

What do you "fun police" players get out of whining about how other people play the game? How does it take away from your experience knowing that others are playing in creative, or permadeath, and you're not?
I do hate you, yes. You and others are the reason devs use to justify stupid decisions, and then the games die because they're not fun any more. People like you are the reason kids can't have peanut butter and jelly sandwiches at school "because some of the other children are allergic to nuts". Maybe teach your kid not to steal someone else's lunch, or learn to carry an Epi-pen.

Speaking as someone who has 100% achievements in this game (because that probably means something to a player like you), quit your crying. Go play Valheim on hardcore, or something, and stop whining about how other people have fun.

Set "Difficulty Settings Changes" to Locked. Then you won't be able to change difficulty settings anymore. Seems like what you are asking for is there.

Stop worrying about what random internet strangers think and do.
There has never been any competitive aspect to anything in that game (besides possibly contests for base builds or ship designs but that has nothing to do with difficulty settings, only creativity, base building techiques and taste)
People have been abusing save editing and dupe glitches from day 1 on all game modes, if that is a concern for you then be aware that on a local save based single player game with mods your idea of a competitive/equal playing field kind of challenge does literally not exist.
You want to play exclusively online mmos or competitive games with decent anti cheat and server management for that
