In the main game, you CAN spend salvage things (dig em up from ground) to unlock, once you get to the nexus, but thats somewhat expensive
If you do the base storyline, I believe you will get the storage unlocked
the other possibility, is you need to get a base supervisor terminal unlocked, then built, then find a gek npc to be the supervisor, and then he will give you a quest chain which at some point will unlock it.
But I cant recall which of the 2 base series, it is. sorry....
The same crates are accessible if built inside any freighter you own. If you own a freighter the bridge has a terminal with freighter blueprints including storage container rooms. However those room parts are unlocked using a different currency called freighter salvage data. Those can be found from doing secondary missions, searching for crashed freighters, derelict freighters, visiting pirate systems and several other methods.
Expeditions unlock all sorts of things that would otherwise take longer to unlock in the standard play through and that can be an advantage for a new or casual player. Each expedition varies in the unlocks and rewards.
Or you can just buy them, as mentioned above.
