2. Visit a Harmonic Camp (you can find these using Echo Locators, which drop semi-rarely from mirrors on Dissonant Sentinel planets or from Dissonant quadrupedal Sentinels which are often found around said mirrors) and break the seal (pretty simple, just solve the small puzzle).
3. Complete the settlement questline for "Trace of Metal". It basically involves getting the Sentinel "pet" item in your inventory and unlocking the Minotaur exocraft.
After you've done all three of these things, you should get the quest when visiting a star system randomly. Complete that questline all the way through to get your introduction to the requests. You'll have built a basic staff multitool and learned some Autophage words.
Once the questline is done, you can start doing requests normally. You'll be given a unique scanner tool that causes your normal scan to reveal Autophages in various spots. For example, drop pods will always have them around, as well as other areas. You can use navigational data to find these spots faster if you want to start finishing requests. I found drop pods the most useful because they're really easy to repair and get extra slots while you pick up all the new stuff (staff parts take up inventory slots, radiance shards take up slots, inverted mirrors, crystal hearts, etc. etc., plus all the drops from normal sentinels which you will likely end up fighting since Dissonance doesn't always override normal Sentinel status for some reason).

But it could just be different per terminal. You're going to visit so many of them it really doesn't matter what expands the selection, you'll get them all eventually if you're farming them.
There are also various head coverings, which I'm guessing are separate from the "facial unit"s and I need both?
* Buying the three basic parts (arms. legs, chest) was sufficient to unlock the race. I don't know if the chest was actually necessary. I don't know for certain that even two are necessary - the race was not available when I had only bought customizations, and was available after I bought all three basics.
* Everything else is cosmetic as I expected.
* The cowl/hood parts are an extra choice in addition to the head choice.
* Some base customizations are also available (so if you like the ugly jetpack you can have one), and a couple of autophage-specific choices you don't have to individually unlock. You can also use at least some capes.
