where or can you even buy oxygen anymore or do we have to harvest it now?

That was one of the challenges they added to the game. You can harvest it and there is an Oxy Refiner you can use. You usually don't need a lot of it after early game. I harvest it all up if I see a large grove of the plants at night.

The Underground Toxic Hazards have them in caves. It's like a gross, little loot box. Kelp Sacs from underwater have them too!

You cannot buy oxygen anymore unless you are playing with the lowest difficulty setting for resource availability. Removing certain materials that used to be commonly available is one of the changes made when they added custom difficulty options.

You will also note that batteries and life gel are also not for sale anywhere either.

Edit: I should mention I only said "unless you are playing with the lowest difficulty setting" because I still see people mention oxygen being available at the trade terminals (example just a few posts up), so I assume it must be available on the lowest setting.
I haven't actually played with that setting turned down, though, so I wanted to clarify that this is just an assumption. What I do know for sure is that it is NOT for sale at higher difficulties.

Oxygen is mineable on every planet type, on every planet, period. It is the most common mineable gas. Pretty much the first thing I do in the first hour of every game is set up an O2 mine and never have to worry about it again. I usually have a supply depots for at least 10,000 units of it. Then I just refine it into Carbon and never have to ever run around and harvest C or O2 again.

If you need oxygen to restore energy, you'd better switch to food. Many types give 20% per piece. Sweet butter gives even 40%.
