My recommendations for these would be:
PS Arc Tool[www.nexusmods.com] or NMS Modding Station[www.nexusmods.com] for unpaking the pak files.
MBIN Compiler[github.com] For decompiling and compiling the MBIN's.
And whatever your preferred text editor is for making the actual changes. I use Notepad++[notepad-plus-plus.org]
If you know how to write lua, Amumss[github.com] is a good resource, as it simplies the process expnentially and avoids the need for either of the aforementioned tools. This is my personal preference.
If you know C#, NMS Mod Builder[github.com] is also an option.
