Yeah like the comment above. You can be very very far from any players if you say go through a black hole or travel further than the start galaxy (any other galaxy)
Are either of you using a VPN? If you are, even if multiplayer is turned on, you won't see other players anywhere, including on the Anomaly. I'm also assuming you wouldn't be able to connect to other people's games, either. (I don't know for sure about that, because I don't do multiplayer. I just like to "people-watch" in the Anomaly sometimes.)
If it isn't something as simple as that, there are other recent threads about this issue, and I think in at least one of them there was a fix that worked for at least one person, too. So, check out some recent similar threads.

And yeah, you'll need to switch off the VPN in order to see anyone else in the game. Usually, I don't want to anyway, so I just leave mine on if I've turned it on, but sometimes I want to do some people/ship-watching in the Anomaly, so I turn it off just before going into the Death Star and then turn it back on when I leave. I'm assuming that if you can't see anyone, they also can't see you, and if that's the case and you want to do MP, then obviously you'll need to turn off the VPN for that, too. Having the VPN on doesn't affect the Discovery Service, though, at least not so far as I can tell.
