If you can not place a portable refiner or build one, that is because the game will recognise if the location you are in has already been claimed by another player's base computer nearby. You may find if you move a distance away you will then be able to build your refiner.
If you are doing the Expedition a personal refiner is installed ready to use in your exosuit. Community expeditions will have many players taking part so you will encounter more locations already claimed by players affecting building or editing of terrain. The planets are enormous so simply find nearby another location that will let you build and place your portable refiner. It is easier to use the refiner in your suit unless you have a lot of stuff to refine and need to split the load across several refiners.
'No Permission to edit' messages often mean a location has been claimed by a player base computer. If you disconnect from the internet entirely by playing the game through Steam set to Offline, then you will be playing the game completely solo and without any connection to the Hello Games server. No bases will be downloaded or appear in your game. As you travel back and forth to systems any downloaded bases from other players will vanish from your game. Once you go back online claimed areas and discoveries will once again populate your game.
First time i encounter such.. Will try go offline than, perhaphs i got distracted with like 100 buildings, and though it some sort of bug.

You can always go back online again with Steam and then see everything again later. While offline you will not be able to upload your on discoveries but you will be able to claim your own base computers. When online again you can then upload stuff and upload your own bases, Also there are sometimes milestones in expeditions that do require an internet connection, so be sure to be online when you complete those.
You start with the person refiner in your exo suit tech section so you don't need to build a portable refiner.
OP: When you see that message 'No Permission to edit' it means you are in another players base area. If you move around 300u away you should be able to build whatever you need.
Yeah, the problem is - i actually did that, but for some reason i can't built even like 30km from the base.. feels like entire planet is restricted

Yeah! That's why it's like super new for me, even though i played some time in the standart mode. Slowly getting better with expeditions
While you are at it, go ahead and change your settings where you allow multiplayer...turn your PVP to off. That way later, if you decide you want to see other people ( less chance to get your loot ), you won't be attacked and killed.
Wait, there is pvp as well? XD

PvP is voluntary with no in game reward or ranking. Some players set up battle arenas and make up their own matches.
New save default to "players can damage players" set to "on". This allows griefers to kill unsuspecting players if they don't know to turn that off.
Oh, i see now. Surely will turn it off in that case.
With online play, one advantage of joining any community Expedition late, is you get to use and see other player bases, marking important locations than help you on the journey. Some bases are well made and often helpful or provide shelter while attacking sentinels.
This deffinetely will be a nice experience, i've played standart mode for quite some time, but never seen any bases / players, even though i played online.. or i think i did.. Need to double check on that. But in expedition i want to see other players for sure, maybe cooperate as well
