Report a translation problem
First thing I'd check is that connection between your PC and display device are properly secured (i.e. plugged in tightly at both the PC and display ports). Sometimes the plugs slowly come loose over time, and it can cause ghosting.
Another thing to try is just disable motion blur, in graphics settings for the game, as what you're seeing could be a relic of motion blur not quite being processed right.
Edit: Yeah, like Jaggid Edje just said!
Did you double check it? I've had game settings revert after a game update, so it is possible it is not disabled now if you haven't double checked.
Also I'm using an 11 year old 42inch 1080p TV as my monitor so that isn't helping matters. But it's true 120hz so at least it has that going for it...
