If a setup like that had issues I'd really start worrying...
1. Try running the game as administrator. Windows can get really picky about whether you can be trusted to allow a program to create folders/update files. If it works when you run as Admin, it was Windows.
2. Check your antivirals and make sure NMS is on the white list for allowed programs. Again, the virus checker may decide the game is asking to do something risky and deny access.
In both scenarios, the game can't write the needed files to update your existing save or create a new save. Sometimes accessory programs can also cause problems. OBS (not even sure what that is) or streaming products can cause problems, especially on a new update. Try turning those off if you use any.

If a setup like that had issues, I'd assume an issue with new hardware/new drivers & the patch code. I'd be more likely to expect 'issues' with brand new GPUs than with years old/established ones. /shrug
Before may they only had VAB videos, and multiple talks of how they wanted the game to be, blablabla.
Then they apologized about the delay, (probably because of taketwo putting them against the wall) and actually started doing something....But I hardly doubt the game will not be buggy and missing a LOT of content.

I'm currently using Steam on Linux, OS: ubuntu 22.04. I've tried multiple proton installations and no matter which one is running, I get the same crash / error.
Game remains a little stuttery, and crashed after a couple minutes.
Will wait a few days for bug fixes.
