Since the original Overseer’s mission has changed, where or how is it possible to locate the blueprint for the Save Point? Pretty sure the ON,Y place to obtain this BP is from the Anomaly. <- so from that one item alone, the answer to the OP is NO
Also, everything the QuickSilver vendor sells is also exclusive to him. So there would be none of that stuff, including almost every character customization item in the game as well as all the base parts.
So you're right, the answer to the question is just 'No' if someone is going for 100% Catalog completion or anything like that.
[Honestly not even sure you can get 100% Catalog in a normal game either. I think things like Solar Sails and expedition stuff is in the Catalog but not unlockable, ATM.]
Otherwise, sure you can play the game and 'do almost everything' without utilizing the Anomaly. It will be a VERY long and somewhat frustrating game, more like the original version, but obviously it can be done if that's all someone is looking for.
The only requirement for this would be to start a 'Custom' game and 'turn OFF the Tutorial' before starting, otherwise you are essentially forced by the tutorial missions to go to the Anomaly and buy at least one tech and all that.
I have a feeling this isn't what the OP was hoping to do, though.
You can get those during base building or base computer missions.
