(1) get in your freighter and go to a 'exotic' (non yellow) star system
(2) scan from the scan room for hints at extreme weather.
(3) ignore ambiguous ones, keep trying systems til you find a good one
(4) double check using the ship scanner before you get to the planet
definitely not one of the weather types! maybe it was a 'ground glitch' so the crystals spawned too high and ended up loose? Otherwise sounds like a bug or weird glitch but never heard of that either.
but yeah glyphs would be good so we can see if its repeatable (ie not a glitch in your game)
If you're having real issues finding storm crystals for something, you can always pull up the Expedition Guide for one of the past expeditions that had a storm crystal milestone. Usually you can find portal glyphs to Expedition systems in videos. Then you have a known sighting to work with.

The storms don't happen real often, and it was at night. Doesn't help that I'm also either trying to pass a gallstone or a xenomorph chest-burster right now. Memory's a bit shot ATM.
The planet was in Elkupalos. An average radioactive planet with no extreme storms and no storm crystals. I could see lightning and meteors falling in the distance, then there were flashes of light around me and I thought the lightning had struck me. Instead I saw the crystals rolling on the ground. They were glowing, but partly encased in stone and it took me a moment to realise what they were.
Like I said, I sat through four more storms on that planet, but it never happened again.
2000 hours play and this game still manages to surprise me
Another reason to keep exploring.
When the lightning strikes are near you they seem to have a chance to spawn a storm crystal.
Had one glitch a little bit because they seem to spawn in with some force applied and it wanted in my base.
