I guess it exists for a small groups who have formed. For the majority of players, it is not a thing. There are network settings so no one can damage you or your base.
There are no rewards for PVP and no options built in to prevent cheating. No focus by the devs have been placed on PVP and the devs have actually added bits and pieces here and there to discourage PVP one reason being that PVP violates the game lore.
The game is also as buggy as a termite mound so most of PVP would be seeking exploits to win.
This most certainly is not a PvP game, and if you're hoping for some good space dogfight action you won't find it here.
Clamping down on cheating is already a good enough reason to dismiss this idea. Screw over the awesome ability to mod the game without sacrificing multiplayer just to shoehorn in a PvP mode? No thanks. The last thing this game needs is some anti-cheat solution making it run worse and limiting mods.
The combat is not even close to being engaging enough for worthwhile PvP anyway. It all comes down to who has more shield recharge batteries and time spent minmaxing stats.
Reward base pvp in NMS would be terrible.
The combat system is wildly unbalanced
Save editing allows for artificially powerful buffs
Player population density is way too low.
That's why we have griefers camp on expedition rendezvous points, just in case they find that noob that forgot to change his network settings. Ah... good times.
Dunno why you're bringing up rights, though. Maybe you should refresh yourself on what rights are and how they can be infringed.
