I don't find folks very chatty in this game though. Everytime I've asked something I get ignored but I do see my chat and other peoples chats.
Check to see that you have Multiplayer enabled in your settings. It is NOT necessary to enable PvP for this to work. If you go to the ESC menu and the DISCOVERIES page, you should see a message at lower left telling you whether online discovery services are available. It will be in green or red text, indicating the obvious YES or NO state.
This feature is not without its quirks. I have always had trouble addressing players directly using the in-game command to do so. It always tells me that the player is not found, even though they are right in front of me. I can still address them without issue in the Local mode where it broadcasts to everyone in the same "system" and in the group mode as well.
* unless you have changed the setting. This is possible, even inadvertently.

After posting, I was worried that my suggestions were too obvious. Enjoy!
I find that sometimes players are more responsive than other times. I believe that it's pretty easy to miss messages, for example if a player is "busy" they simply might not notice chats when they become un-busy.
