Report a translation problem
You have two different programs controlling default behavior here. Steam controls the game install, but Windows actually defines where Apps are stored. So all my season data, save data, and account data are controlled by a default setting that puts all data created by an App in a particular location.
So, so long as you don't tell the uninstaller to delete all your saves and player data, it should stay in that Apps folder. The new installation will then perform its run for the first time check and hopefully notice that you have this stuff already.
We can take a second step and ensure this happens, though. Check C:/Users/YourUsername/AppData(hidden)/Roaming/HelloGames/NMS/st_(random)/
I would copy that entire st_(random number) folder. This is probably overkill, but it has everything of interest to me in there. Then I just place that copy somewhere else for later. If I reinstall NMS in a new drive and the game starts to create a new account and save directory, I've got a backup version to overwrite the new one.
Its supposed to. No one in their right mind would depend on the cloud for something like this.
I would also recommend you should keep your own personal back ups for any games you do not want to lose progress on. I lost my day one save for NMS and was never able to get it back via Steam cloud. Now I back up my save files regularly.
So Steam Cloud is a nice tool, but not wise to rely on it exclusively.

However, you should always have a fresh backup of your save files, hopefully you will never need it, but unforeseen things can happen, and then the backup can be good to have.
