I think the eggs should be used in cooking. Make a shield restoration cookie.
Someone mentioned the possibility that more living frigates means more results of them. I only have the two currently (expedition reward and dream aerial.)
While it would be nice to have a few to get the rewards, but I think in the long run having too many could be bad if you are just going to be flooded with living ship upgrades rather than the normal rewards.
I haven't done any extensive tests yet to see if some systems give better results. I'm going back to that system today and the next few days to see if I do get better overall drops.

TL:DR:
- Don't stay in one system if you're not finding them, keep trying different ones regularly
- If you get one or more spawning sacs, there's a good chance you can keep getting them from the same system
- Frigate missions 'belong' to the system where they were first offered to you; not where you debrief them, and not necessarily where you launch them from
If some one has the coordinates to a system that generated missions with Sac rewards, would be glad to test that.
That's about the ratio I've been getting with launching from a range of systems
If I find any spawning sacs in the next few days I'll post back here (or hopefully someone else might beat me to it.)
I haven't been recording items/locations, just looking at the mechanics more generally, but I've definitely had both 'unique' items and combinations of generic items as repeatable drops.
