Wiki says 24 Cargo Slots is max, in more detail 48 General Inventory/21 Tech/ 24 Cargo.
I am off course happy to keep my 40 cargo slots but still want to know why. No mods.
However, I think I may have an explanation that need investigating. The configuration of the default cargo slot arrangement may play a part. If the configuration is spread out to more than 3 rows then you may be able to upgrade further.
So to get 24, you need the initial configuration when you bought the freighter to not be more than 3 rows. My old freighter from my very old pre-NEXT save had got 4 rows sparse arrangement of slots during the Endurance Update but I still maxed out at 16 cargo slots. Had a similar issue with Nutrient processor not given me max slots so old saves have that inherent bugs.
I do not recall the configuration of my cargo slots in my new save weeks ago. So if anyone wishes to test they can start by investigating how this can affect max cargo slots.

Every freighter has the same maximum number of slots using cargo bulkheads for their class. Which is 48-21-24 slots.
The charts they show are the STARTING number of slots for the class. The special warships that appear during battles have more starting slots than the other class.
Its always been this for S-class:
The difference between standard and capital is the starting inventory.
After getting my glyphs in my current game I went S Class Freighter shopping to upgrade my A class. The S Class freighter in the system (ie one of the one in the random fleets in the system.) Which doing this had some added benefits.
- Less save scumming 2 fleets nearby gave two chances per reload. Took me 12 reloads.
- The value of the system freighters S class was only 23 million. Which meant it only costed me 11 million to upgrade to a S class rather than the 180-220 million for the jump battle freighters.
