I honestly don't know. You don't really use it in the first place, you just have it in your inventory and the event shows up when you pulse around. I'll go run some tests with my personal one and get back to you.
I think that's a cool idea. I wasn't getting the Dream Aerial either and I wanted one but I finally got one today. I'm sure lots of other people are in the same boat.
Once you do the deep space encounter to get the living frigate you can then use anomaly detectors to find other living frigates. You can pulse and keep pulsing passing various encounters until you see the living frigate detected and then you can stop to pick up another one.
How do people get so much free stuff anyway? I've rarely see someone hand out things on the Nexus. Most I encounter just get in and out as quickly as possible.

I've tested the Aerial and it seems that it's only a one time use device. I carried it from system to system after my initial jump to a (C-class booo) living frigate and never got another spawn. Then I destroyed the original, created another one and guess what - no go slowbro.
So it seems that 'commanding a fleet of living frigates" will perhaps come at a later date.
1. Before I got the Dream Aerial, I noticed Jasonplays using anomaly detectors on his stream. After blowing through six to check, I can confirm that the organic ships do not show up just because you have one of these active.
2. Got DA, did mini-quest (just pulsing around with it in inventory), found organic frigate and talked to it to get my first one.
3. To test if DA was necessary, I teleported mine aboard my freighter, so it wasn't on either myself or my ship, then popped an anomaly detector after I changed systems, (since it doesn't like it when you recruit more than one from the same system).
4. No DA on me, anomaly detector running... 5th or 6th event the detector found read "Whalesong detected", that was my cosmic megafauna announcement. Ended pulse, frigate was right in front of me. I was already at 30, though, so it wouldn't let me hail it. Tested twice just to make sure.
I have seen Jasonplays actually hail the third or fourth frigate and get his fleet going, so I know you can get them. The rules seem to be that you can't pick more than one frigate from the same system, and you've gotta have space in your fleet before you can hail it. You aren't limited to just two, you just need to change systems. You also don't seem to need the DA once you finish the mini-quest. They're not consumable, though, so sharing seems to be fine.
That was way more thorough than what i did for sure, thanks for that and helping out those who can't seem to get the DA through fleet missions as the consensus is thinking. I got one around the third fleet I sent out and I figured it was a one and one blueprint but then I got two more when I went back to debrief the others I had sent out. (I sent them out at the same time so my thinking is that it maybe rolled for % when you launched the mission)
So you can craft more since you learn the blueprint, but if it's not necessary than I guess it's just another curiosity to add to the collection. I also heard rumor that HG plans on giving out the DA in the upcoming expedition as on the experimental branch they can't seem to get it working properly, but thats not confirmed just comments on the web I had seen.
