Yes, the UI was designed by people that have never seen a modern UI.
And it use to be so much worse.
What type of refiner? Portable, Medium of Large
Assuming you want to build a portable refiner you will need 1 Metal Plate + 30 Oxygen.
Assuming you are on a PC, press the 'Z' key (Build Menu) and select the left-most icon tab (Portable things). Then select the Portable Refiner and place in your desired location.
If you want to build a Medium or Large refiner you will need the blueprints from the Anomaly Construction Terminal. You will also need to build a Base Computer too.
You don't have to leave it there as you can delete the refiner when finished with it (get resources back) then delete the Base Computer.
i would expect the menu to be in the main menu for gestures or summoning the ship because that would make sense
i played this a couple months ago and did a new save and all that and got to the point where i summoned the anomaly and then life happened and i stopped playing
imagine how confusing it is to try to play again and to not have the construction menu in the obvious sub menu that comes up with X (mouse and keyboard)
it literally can be right next to "summon ship" and it would make more sense because THEN it can open the construction menu
that makes it slower because you then have to hit another option to open it... i mean, we get it... you need to relearn the keys... we all do when we take a break from any game and then return to it... that's just the way it is and it is quite common...

Why would a BUILD function be in the quick menu instead of the BUILD menu? It's placement is very logical.
At some point in the tutorial the game will prompt you to build a portable refiner by open the build menu. Did you miss that part?
