Except for perhaps 2001, I don't remember that effect in any of those movies. I grew up in the 70s and 80s and it reminds me of the made-for-TV crap they showed back then.
If it was a design decision, it was a bad one, in my opinion.
That effect is not the only thing. The monuments you find scattered all over the game is the main reason it reminds me of 2001 (the monoliths), oh and HAL. That camera eye. Tron - The Atlas, Star Wars - some of the ship designs, The Black Hole - the robots and black holes...
My PC is not the best and think the art direction and visual effects are excellent. It can be easy to forget that many are procedural in concept My only slight grumble would be the lightning strikes but this effect and many others are constantly being tweaked and look more convincing with every update. The volcanoes have changed a lot and I'm sure will continue to improve. Remember the clouds in the Next days and then later procedural clouds were added and looked a bit cotton wool. Now the procedural clouds look fantastic and fit well in the sci-fi universe that reminds us of those sci-fi greats we all love in books, films, comics and art from the 50s,60s,70s, 80s and 90s to the present day.

It's remarkable how well the clouds and many other procedural effects are designed to vary convincingly from planet to planet. The art direction across the game is classic sci-fi and pretty much any style of sci-fi visuals can be found when exploring. It looks stunning in many situations.

The scan lines and light aberration add atmosphere to the alien landscapes we blunder into and also graphics cards hardware settings also play a part in altering the quality of the game display. Similar to the Alien film franchise the game's adoption of a procedural colour palette, can be gritty and real in one moment then colourful and dramatic in another. It pays homage to ideas and art from many popular sci-fi themes but manages to create a unique art style that stands out from the dull characterless clones of its nearest sci-fi rivals.

With a good quality modern graphics card it's an impressive visual game that can at times be captivating to look with its clever realisation of landscapes and horizons 'no man' has ever seen before. Gorgeous and terrifying alien worlds with or without optional effects but far more convincing with them.

If you do a search in here, you'll find that quite a lot of people find that effect visually irritating. When I say irritating, I mean like an annoying buzzing sound or a persistent itch. It gives me a headache.
I'm 50 years old and as I mentioned, this is an effect used in a lot of really bad sci-fi from when I was a kid. I couldn't stand to watch those either. Frankly, it looks to me like a filter thrown in the game engine.
I saw some posts about mods to remove it but one is listed as "hidden" and the other is on a very questionable site and I can't seem to find the download link anyway.
If anyone else knows how to get rid of it, I'd love to hear it.

That's just the lighting in the sky. You can see the effect in this picture. Top left and right corners, but I don't think it's that bad. The effect use to be a lot more noticeable. Or maybe it's your settings? Have you tried messing around with them?

No, I turned off ambient occlusion. My card doesn't seem to handle it very well.
I have a GTX1660 Ti 6GB. I'd very much like to get a new card but it'll have to wait a while.
Anyway thanks, everyone giving suggestions. I'll mess with it later.
I know that's not exactly chromatic aberration, but maybe that can help.
