Alternatively, you could export the base from Save 1 and import it into Save 2 with a save editor like the NMS Companion app.
But as mention previously, a save editor may let you transfer a base from one game to another. Uploading a base only makes it visible to others, not yourself, unless the base is already in your game. For some reason your own bases are not downloadable through discovery unless they are already physically in your save file. I personally think they should be at least temporarily visible and usable. I would be careful using the save editor though, as there is a base part limit, so you could potentially load in bases from another game and suddenly your game would hit the "Construction Limit"

1. Start in the save containing the target base (in this example, save #2).
2. Ask a friend to join your session (group) and meet you at the target base.
3. When your friend has arrived and the base has fully rendered for him/her, your friend saves with a manual save.
4. Your friend uses the base teleporter to warp back to one of his/her bases.
5. Your friend then warps back to the target base using the base teleporter.
6. Your friend saves and quits while at this base.
7. You save and quit from your save #2.
8. Your friend restarts in single player mode and should be at your target base.
9. Your friend repeats steps 4 & 5 above one more time in single player mode, which ensures that the base is accessible to him/her.
10. You start in save #1 in multiplayer mode and join your friend’s session, who is at the target base.
11. Your friend stays there while you use the base teleporter to warp back to one of your bases.
12. You warp back to the target base using the base teleporter.
13. You save and quit.
14. Your friend quits the game, or at least drops the multiplayer session.
15. You restart in single player mode in save #1 at the target base (from save #2).
16. You warp back to one of your other bases.
17. You warp back to the target base. This base should now be in accessible to you using your base teleporter.
The target base will appear in your base teleporter list under “other bases” from your save #1, as it will for your friend. You will not be able to edit this base from your save #1, because it is owned by your save #2.
