You can pass the time there by giving away faction/race related items, or buying up plant based materials to craft profitable items that you can sell right there. The volume of goods is much lower than in a station, but they tend to be cheaper. It seems you can only get plants from NPC ships landing on planet-side.
If you want to make money while waiting, and don't mind the longer wait, you can craft up alloys in the station by the NPC ships there, and at a higher volume. But if you find another type of ship, you'll be out of luck trying to quickly trade it in with something else, since you can't summon ships in the station.
Having something to do, especially something that can net you benefits, helps when waiting for that elite ship to come by.
I've noticed I get 5 ships cycling on the pads if I park outside, off the trade platform, and that usually gets things flowing decently. I'd be going nuts spamming that reload save just for a ship, when if I can wait just a bit longer, they all refresh anyway. I can do other things while waiting, so I'm not going to semi-'save scum' that. https://steamcommunity.com/sharedfiles/filedetails/?id=1508457629
Is the S really an S38+8? I went with an A38+12. Those extra slots are really nice to have if you go through a black hole. Nothing in the technology slots gets damaged, just the stuff in the regular inventory.
In the case of explorer though the S class will have a better hyperdrive bonus and really that's all explorers are for unless you like their design and honestly large explorers for me are probably the ones I dislike the most as a I prefer the looks of the small / medium ones a lot more.

The main advantage is that the flow of ship reduce with time. So even with the time lost when reloading, you cycle more quickly. It may be a bit dirty but 2% chance on 1 or 2 models (for a total of 20 ships) is 2% of 5-10% or 0.1%-0.2%.
