If I build the submarine platform and just leave it somewhere outside a base can I call the submarine from my freighter?

Once you build a sub platform on planet it is available on the planet. You can summon it anywhere. If you go to a different planet you need to build it again.

There is a room on the freighter you can build and then can summon it anywhere in the same system as the freighter. But you need to build one on planet first. I think after you build it you can scrap it and still use the freighter room afterward.

IIRC isn't there a thing that lets you have one at say, a base, and if you have your freighter in a system (even if not the base system) you can summon it?

Once you've built the freighter exocraft room you can summon any exocraft in the system that the freighter is located as long as you have made at least 1 summoning platform on a planet

I prefer to have them at a base, so it is easier to do any customization on it via the platform's terminal, but I can't see why it wouldn't work, given it is something that can be placed almost anywhere. Do note: you will not be able to find it again without some sort of marker.

There is a Exocraft Summoning Station that you can build and pick back up, whole, that will work pretty much like how the Freighter's Orbital Exocraft Materialiser works. It is pretty cheap and handy to have on you if you don't feel like or cannot summon your Freighter to a given system.

Before the Summoning Station was something that could be easily picked back up (and not break down into its components) I'd place them at a Trading Post with a save beacon, so I know at a glace out in space that I could just summon a craft anywhere in a given system.

Considering that the exocraft stations can be built without a base, then yes.

I've build several on random planets that I have not returned to and can still summon the exocrafts as long as my freighter is in the same system

No need to worry that you lost a platform, you can have multiple. You have to have at least one platform or the fighter room will stop working. I found that out during Expedition 8, I like to build a platform and destroy it right way, recover the resources.

This is correct. You need to build (and not delete) a platform somewhere are you don't own that exo craft.

Once built you can use that platform to summon the craft anywhere in the system.
