The best solution is to build up off the ground. You can use basic parts to make a "basement" on ground level and then build your main level on top of that. You can put your storage containers and batteries in the sublevel and can hide the wires by running them up through the floor.

By way of example, here's my base Regulus Core.
You'll notice I have no trouble with terrain regrowing... that'd be the benefit of building at a 9 minute invisible ladder climb above the surface of the planet. Low orbit bases are helpful that way. I haven't picked up a freighter yet on this save, but skydiving into my base from a frigate is one thing I'm looking forward to. And you can find these Habbitable bases with Commercial charts. However they occur infrequently

I'm currently building an underground mineral extractor and the terrain doesn't regrow.
