There's videos on how to properly optimize for games, sometimes specific games.
My 3060 runs the game at 120 fps @1440, though I throttle it to 77 to keep the GPU fans from exploding.

A lot of people complain about high end hardware. Mostly because it's not setup the best.
Check to make sure the page file is set correctly, should be at least 2 x your ram or minimum 16GB.. works for most games.
Check that you have the chipset drivers installed for your MB.
Update and clean install nvidia drivers.
Only other things I can think of.. are incorrect memory timings. and cheap motherboard or inefficient PSU.
Are you running on all max settings? Or is there anything you lowered or adjusted or is it literally all the highest it can go?
i have a corsair gold rated 850 watts psu and a asus rog strix mobo
edit: i also dont suffer low fps in any other game i played, just this one so im not sure its my hardware cause otherwise i would have noticed bad performance elsewhere too

the frame limiter is there so that you dont run over your refresh rate and overuse your hardware without any gains, there is very visible difference between 60 and 120, maybe not between 60 and 70, you're likely speaking from the perspective of someone who hasn't experienced the difference.
I also have a RTX 3080 and run NMS at 1440p. After one of the latest patches I encountered a massive FPS decrease to also an average of 70-90 fps. Before it was 120-160 fps depending on the location (every setting on Ultra, DLSS enabled).
Hello Games messed something up with one of the latest patches.
Try changing nivida drivers back to an older version. 512.59 for me is really weird, FPS is about 20% lower and there's hitching if I fly over terrain too fast, as well as a couple other things that seem off.
I'm still on 512.15. The only thing that changed on my PC since the framerates were OK is NMS due to the software updates..
