You have no control over when or what to build in the settlement.
It's logical to assume that an area of significant size is needed for the settlement to spread out. If you deliberately place a base computer to encroach on that building area with your own base buildings, then it is best to wait until at least the settlement is fully constructed to avoid or at least diminish, bugs or crashes that are likely to occur due to overlapping rendering of objects or NPC pathway collisions and so on with obstructing base builds.
