Report a translation problem
I am on the "Impossible Membrane" section of the "Starbirth" quest for my living ship. The issue is you need 100 Chromatic Metal (have), 1 Hypnotic Eye (have) and 150 Living Water (cannot obtain). You can ONLY GET IT from the Child of Helios (Space Jellyfish).
The issue I am having is the quest says "go to station to find Living Water". You land on the station and it says "Not detected. Pulse to Deep Space". Go outside the station and it flips and says "Go to station to find Living Water". I've elected to ignore that since it's friggin useless to go to the station. SUPPOSEDLY, just pulsing around the system will trigger a "Child of Helios" anomaly to ping you while you're flying around.
I have seen no indication of this stupid jellyfish and have wasted over an hour pulsing around in different systems. This RNG garbage needs to not be a thing during quests. Yes, it can happen outside of quests at random. BUT DURING A QUEST it should not be an RNG "chance to trigger". I want to slap whoever thought that was a good idea.

It's active. It has been the whole time. I think the quest broke because I already had a Hypnotic Eye in my inventory. It's SUPPOSED to send you to kill an Abyssal Horror. So, that's a really stupid bug and I have been wasting my time for over an hour. SUCH FUN! What a wonderful oversight! I LOVE wasting my limited time. I get to go to work angry that Hello Games didn't have enough brain power to make sure something like that can't happen.

It's a jellyfish, not a bug.
If not, make a manual save then abandon the quest. It should pick back up on that stage. You're gonna have to find the obelisk again, but this should work. If I'm wrong, well, that's why you make the manual save first.
This is a normal save, not expedition.
Restarted the game twice, did nothing. I'll attempt your manual save/abandon.
Cannot abandon. There is no option to do so.
I had lots of eyes in my freighter at the time, about 50 or so I bought from black markets.
Have you tried shooting asteroids for an Anomaly Detector yet?
I have 2. Have had them for a while. Do they circumvent this nonsense?
