Not a great deal, but that is the way things rock in NMS.
As an alternative, you could use the save game editor to give yourself slots. Not sure on tools, but I know you can go beyond the allowed slots for storage containers...so maybe tools as well.
I am not recommending you do that, but it is a valid option.
Edit: It just occurred to me that I think you can expand the amount stored in storage containers beyond the 10,000 mark. Not sure you can actually have additional slots as I said above.
The same thing is with the ship and freighter upgrades. They do not show availiable space to fill with new slots before you fill the current visible rectangle. Finally S-Class on freighters/ships gives 48 availiable slots anyway. Even inside the smallest starships as exotic.
But the thing you really should to care is not a max slots but MT functionality. You can have 6 MT's and it is a good idea to spare them by functional reasons. One for mining, one for close combat(spitter and blaster), and one alien MT with neutron cannon for sentinels for the universal devastating damage.
You can bind different MTs to hotkeys (0-9)
just use the quick menu -> change MT
move to the one you want to bind and press CTRL+'the number key you want to assign'

Ctrl+ 0-9 in X-selection mode is binding number keys to make this dream come true on PC. 1-2-3 are handful for multitools. 0 is handful for extremal warp out if you got that starship upgrade(works immediately lol)
Works well, and is a lot of fun and practical when changing views from 1st person to 3rd person or back again quickly while in a heated battle using the controller. That can be fun too driving an exocraft across rough terrain looking out of the cockpit :D
The Neutron Canon is also great for collecting Larval eggs. :D Now we have 6 weapons, specialist weapon load outs with Quick keys is great. Now we can really see the power of the fully spec Plasma Grenade....just don't go anywhere near me... :D
Yes every multi-tool can be upgraded to the maximum. Even the starter tool can become a 24 slot S-Class 'destroyer of worlds'.
There was a time when players actually LOOKED for the S-Class tools that can be found easily enough by using maps or exocar scanners and simply visiting minor settlement buildings on planets. The tool in the space station (and Anomaly I think) hints at what is available and potentially the S-Class can be found (like ships) in the system. Time taken to do that might arguably be more fun than time taken to gather all the items needed for all the upgrade steps (unless you have wealthy friends!)
Searching with friends can save a lot of time visiting minor settlements too!
My current tricky situation is I need to recall which system I found the tool below, during the rushed Expedition 5, so I can return and look for the S-Class version on my main save. I had never discovered a black coloured multi-tool before.

basically pistols, experimentals, aliens have a slight bump in certain stats...but because the balancing for NMS is so off (non-existant) there isn't enough difference to actual see.
