Some might be waiting for the Nexus mission to change?
a) waiting for friend(s) to meetup
b) waiting for the nexus missions to change (every 10 minutes)
c) just chillin' looking at player ships
d) just feelin' the community (NMS is a sandbox, so sometimes you might just want to be around some of the other players in the sandbox)
Other times, I'm just waiting for a Nexus mission that isn't annoying, like "Build a base" or "Survey a planet", because both of those are horribly convoluted.
Yesterday I called the Anomaly from Galaxy 55, right after building a base near a portal. It's on an extreme planet, with very aggressive sentinels, but has a cool Diplo on it.

I have tested this extensively, using my Xbox and PC saves concurrently. I believe the last base visited before the last time you saved is the one that shows up. That save is the one where you exit the ship in the anomaly.
Panhandlers. People that sit along the sidewalks just waiting for generous donations.
I usually sit by the teleporter. But maybe this explains why I once got a full stack of Faecium and a full stack of V1 Atlas passes. People trolling me thinking I wanted handouts.
Do you have a base in galaxies all the way up to 256?
No, sequential through 57, then another 13 random from the Anomaly Teleporter, including 255. Every so often I'll get board with other stuff and jump a few times. during those jumps I'll get sidetracked with exploring.
Note: I did do the jump from 255 and ended up in Euclid.
