As you can see, it works just fine. There is something you are doing wrong.

It´s like me desperately trying to pin a moon pool under a building, and then wonder why i can´t get in. Because i am missing to unlock the moonpool floor. HAHA, it´s so much a similar situation.
Since a small cube building and non large buildings in general, is not powered, it has no connection sockets. And since the tray has no power socket. You need the whole building to be powered or the tray will simply not work. Since it takes power from the entire building. Which is why you need transformer for that! Or the 'large' construction buildings.
For smaller buildings to be powered, you need to unlock that then attach that to building. Same as you at one point unlock moonpool floor via exovehicle technician missions and things like that, and on the anomaly there are also things you can unlock from there etc.
Turns out that does have a slot, the transformer is for unslotted buildings using general construction items i guess.
I just tested it and it works just fine aswell. So i am not sure what you are doing, but look at the picture, maybe you can figure out the mistake you made. You can clearly see this works quite fine.
If your building doesn´t get power and you have wires attached. The problem is that the wire is not PROPERLY connected to energy devices such as solar panels or batteries or the biofuel reactor em generator or whatever you are using as power source. So check those wire connections. If it is properly connected and your building is not powered. Check if you have overload due to too much power requirements (click e on a battery to see total power available vs consumed), and then you need more solar panels and batteries or whatever.
IF THE BUILDING IS POWERED the wires along the side of it in this case turn blue. Red means no power, blue means powered. Look at your building are the wires ON the building red or blue?

But fortunately this 'bug' with the hydroponic tray is not one of those.
