I have a mod for efficiency and the recharge one, and I have not fueled my ship in about 5 hours of play. This, with the increased inventory and other changes makes the game actually fun.

It recharges slowly in the background. You can use the fuel faster than it can refill leading to having to be charged. Use this tech with the efficiency tech to be more effective.

It's like 2 percent per minute, but I've never took the time to watch it regenerate. If you do a lot of take offs in short period, you will need to refuel. You really notice it with the hauler, but a fighter benefits from it a lot. I also keep the other mod with 20% lower fuel cost.

Can the S Class Launch System Recharger be purchased, or built?

So far, it only seems to come with a ship.

It can be built, I got the blueprint. Pretty sure it was from the anomoly.
I also have yet to see one that isn't S class

Does putting the Launch auto-charger in a Supercharged slot do anything to buff it? or does it remain the same?
