You could always pick another quest in options for a bit and come back to it. Its a little like the old Anomaly, you need new things to 'talk' about to proceed...
Use that save editor, open your save, go to Edit, Edit JSON, go to PlayerStateData, and then go to MissionProgress. Expand that and go to 208. It should be "Nexus1" at the top. Set that number (should be 9) to 11 and load your game. You'll now need to talk to Nada and Polo again, but there should now be quest markers. Then the quest will progress normally.
I'm trying this as I speak. It worked.

Just dealt with exactly the same issue and the Save Editor is the way to go. I'm an IT engineer by trade and even I do not recommend using an editor for games, but for situations like this there isn't a better choice.
Owl found a really important piece of info by noticing that "Nexus1" refers to the mission in question. However the folder of [208] is no longer accurate and these can be expected to change with future updates. instead, navigate to PlayerStateData>MissionProgress. click Ctrl+F to open the "find" window. type "NEXUS1" and ensure you are finding from top of file down. (there is a "NEXUS11" mission as well that could appear first if you are searching from bottom to top of file.)
Once you are sure you have identified the "NEXUS1" mission by seeing that the title matches your searched term IDENTICALLY, look one line below to see the missions "progress." In my personal case, I was stuck at 7. The best course of action is to attempt to revert your progress by 1 step, boot the game, and complete the step in-game. reverting from 7 to 6 fixed the issue for me immediately.
I know this response may entice the following questions so let me address a few things down here from my knowledge of general JSON code and manually editing game files:
If we can revert progress, why can't we just skip the mission to the end?
Using a save editor to advance your progress in a mission for any reason will significantly compound the risk of breaking your save file, as any other JSON edits the mission would normally make during the course of normal gameplay would not be made, and we do not have a clear picture on the dependencies of this mission to the rest of the game.
Why are some of my missions at "-1" progress?
I am in no way a Hello Games developer but it seems as if "-1" is the delimitator for a mission that is "inactive". I say inactive because it could mean the mission has never been started or already been complete.

for all those who say an editor is cheating: I have 180 hours on my save, on a game that is based around solo enjoyment rather than something like Destiny 2 or CSGO where fair PvP is critical. Hello Games hasn't helped this issue though it seems to be fairly widespread. They have had literal years to address it in some manner, though they can't or won't. This is a rare case where there really is no other way, especially for players with busy lives who can't afford to start over. I certainly don't have the time or patience to grind back to where this save is, plus there is a lot of emotional connection to my first base, ship, etc. Just be very careful using the editor and remember to back up your saves :)
