Not sure. I had the same problem - It's a random drop from pods etc... Also you can sometimes find them in space stations from the market or from travelling traders.

You get blueprints by breaking into manufacturing facilities, but which one you get is random. You're better off simply checking the trade terminals in space stations and buying one.

It's not random any more. Now you get to choose your prize from a tech tree.

check the minor settlements with the landing pads attached, the module venders have those in the component tab.

Some buildings on planets have traders that sell tech and various items, including salt refractor, i just bought one. Unfortunately i don't remembet what type of building it was or what it was called. Could have been minor settlement or something... you could try to find it with planetary maps.

Good to know. Haven't gone robbing their facilities on my new file yet. Need to get a decent multitool before I start kitting it out with nice guns.
