You can buy them from outposts on planets.

Small bases with one dedicated landing pad
Relay towers pick them up with quite a high chance
(or the inhabited outpost type planetary chart)
Or just learn the recipe in nexus, or raid a facility for it for "free"

I know, all these options need you to actually play the game :P

Also check all the ships coming in to a station because some of them sell it.

I usually get mine from ships landing at the station or trade outpost. Might take a few different NPCs before you find one that has it but it ususally dose not take long.
